Background

Offaly Local Development Company (OLDC) is a state funded organisation that delivers a range of programmes and supports to people, communities and businesses in Co. Offaly. These programmes aim to make Offaly a better place to live by enhancing community life, combating disadvantage and social exclusion and supporting the development of enterprise in the county.  Further information is available at www.offalyldc.ie

 

The Ireland Reaching Out (Ireland XO) project is based on a simple idea; instead of waiting for people of Irish descent to trace their roots, we go the other way. Working through voluntary effort at a town land, village and parish level here in Ireland, we identify who left, and trace them and their descendants worldwide, proactively engaging with them and inviting them to become part of an extended ‘virtual’ community with their place of origin. In this way, the Irish Diaspora of an estimated 70 million people can be systematically reunified online with their parishes and invited back as part of a special event for The Gathering in 2013 and in years to come.

The Ireland XO project offers an extraordinary opportunity for local Offaly parish communities to extend the numbers of people committed to their parish by inviting its own Diaspora world-wide to become involved in their place of origin.

 

Tender Brief

 

Offaly Local Development Company (OLDC) is seeking applications from suitable and qualified individuals to deliver lecture and workshop-based training in the following areas:

 

  1. General introduction to Irish Genealogy (e.g. use of Census records, Civil & Church Records, Land & Property Records, Griffiths etc.)
  2. In-depth presentation on Co. Offaly-specific genealogical sources
  3. Introduction to and use of online web-based information sources and searches
  4. Introduction to development of projects including family history, town land and place name mapping, historical map reading and matching to records etc.

Objectives

The training initiative in its first phase seeks the following outcomes for the participating parish communities:

  • To facilitate and develop the skills necessary for genealogical research
  • To introduce and assist in the use of the internet in genealogical research
  • To support the initial phases of parish-specific projects (e.g. personal family trees, parish mapping, school record tracing et which will be continued/completed as an outcome of the training.

 

 

Training Structure

  • It is envisaged that the training will take place over 4 evenings in 4 centres in Co. Offaly (a total of 16 evenings).
  • The first training will take place Mid March in Birr (followed by the further venues in April-June).
  • The venues for the training and access to PCs and the internet will be provided by the OLDC.
  • The training should be a combination of lectures to introduce a topic, background and basic concepts and PC-based workshops to work with the internet and records.

 

Tender Requirements:

Contract Timescale and Payment Schedule:

It is anticipated that the contractor will commence work as per training structure outlined above.  The contract is value will not exceed €6, 200 (to include all project costs, equipment, travel, printing and VAT). 

 

The contract will be awarded on the basis of a fixed price contract, and as such, all costs must be quoted (and clearly indicated) as a fixed price in euro (€). No other amount over and above the negotiated contract amount will be paid to the appointed consultant(s).

A payment schedule will be agreed with the selected contractor and is likely to be made in a number of phases based on agreed outputs.

 

Tenders should include the following information

  1. Name & contact details of the lead individual submitting the proposal
  2. Qualifications & relevant experience of person tendering
  3. Outline of proposed methodology, including key milestones & deliverables
  4. Evidence of previous related work
  5. Itemised costings, including details of rate per hour / day and inclusive of VAT (if applicable)
  6. Name & contact details of two referees
  7. Copy of current Tax Clearance Certificate & Professional Indemnity Insurance

 

Applicants must display

  • In depth knowledge and understanding of genealogy in general and Co. Offaly genealogical sources specifically
  • In depth knowledge and understanding of web-based genealogical research
  • Have a relevant third level or equivalent qualification
  • Experience of facilitation in a community setting and excellent communication skills are a prerequisite.
  • Have the ability to liaise regularly with the Offaly Local Development Company
